Commission backs improved I-15 interchange in Layton

FARMINGTON - The Davis County Commission is lending its support to fully fund an improved freeway interchange for Hill Field Road and I-15.

It approved a letter of support of “enhanced funding,” at $31 million, to construct a new Single-Point Urban interchange (SPUI). A SPUI is similar to a diamond interchange, but has the advantage of allowing opposing left turns to proceed simultaneously by compressing the two intersections of a diamond into one single intersection over or under the free-flowing road.

There are several examples of this in Salt Lake County, for example.                     

The Hill Field interchange is considered one of the two busiest in Davis County. Thousands of vehicles travel to and from Hill AFB each weekday, and thousands more make trips to the Layton Hills Mall and other businesses in the area.

The commission enumerated several reasons why it believes immediate action is necessary:

·         Most congested interchange in Davis County, with severity of congestion during peak travel periods delaying motorists “to an unacceptable level with some avoiding the interchange and the shopping district completely.”

·         Primary commercial access to Layton. The city reportedly generated the seventh highest total taxable sales for 2012 in the state, at $777.8 million, and first in total taxable sales north of Salt Lake City. The interchange is “ground zero” for Layton’s economy.

·         Costs to construct a SPUI will increase in the future to $108 million, according to Utah’s Unified Transportation Plan 2011-2040.

·         Construct everything at one time. That would be less disruptive to motorists and businesses.
