Mayoral, council contests pack ballot

WEST BOUNTIFUL — For a city of just more than 5,000 residents, West Bountiful has a packed primary election ballot.

Incumbent Mayor Ken Romney, first elected in 2009, hopes to defend his seat. He was on the city council for two years before being elected and has served on several community boards including those of the South Davis Metro Fire District and the South Davis Recreation Center.

Romney is up against Bud Ingles, a resident of the city for decades. Ingles has become known as a refinery watchdog. He has spoken out against an expansion of the Holly refinery and wants it to pay more in taxes.

Also in the mayoral race is Gary Spilman, who believes in following the founding fathers, instituting a flat tax, doing away with corporate loopholes and instituting a one-party system.

The city will also elect two councilmembers, from a field of six.

Incumbent Mark Preece, owner of, is hoping to defend his position. First elected in 2009, he sits on the South Davis Sewer Board, the Davis Economic Advisory Committee, the Historic Preservation Committee and more.

Alan Malan is also trying for the seat. He volunteered to filled a council vacancy in 2006 but was not selected, and has tried for a seat during primary elections in 2009, but was unsuccessful.

Incumbent Dave Tovey is also on the ballot. He was appointed to fill the seat of George Biada after the councilman dies in 2009. Tovey has served on the Golf Advisory Committee, Parks & Trails Committee, advised the Youth City Council and more.

Relative unknowns Kelly Enquist, Corey Sweat and Brady Tracy are also one the ballot.
