SALT LAKE CITY — About 80 people turned out for a public hearing on Thursday night regarding a proposal by Holly Refinery to expand its operation.
The proposal would bring the amount of heavy crude production to 60,000 barrels a day, up from about 31,000 now.
Most who spoke opposed the expansion, but the refinery had its proponents, too. Several state, county and local leaders pointed to the positive economic impact of the refinery and the donations Holly makes to the community.
Holly's proposal includes expanding and installing additional crude-processing units, a second catalytic-cracking unit, a cooling tower and several process heaters. If approved, the expansion would increase heavy crude processing of yellow and black waxes brought in from the Uinta basin.
The proposal includes planned modifications to existing units at the refinery, which is located at 393 S. 800 West in Bountiful. Read more about it at airquality.utah.gov/Public-Interest/Holly_refinery/index.htm.
The proposed project will decrease air pollutants PM 10, PM 2.5, nitrogen dioxide, sulfur dioxide and volatile organic compound emissions, according to the Division of Air Quality website. Those are the compounds that contribute most to Utah’s poor air quality, said Utah Division of Air Quality spokeswoman Donna Spangler.
The expansion would “significantly increase their potential to emit “carbon monoxide and carbon dioxide, according to information about the proposal on the division website.
