FARMINGTON — While many cities across the state have struggled with revenue issues in recent years, Farmington stayed firmly within a conservative spending budget throughout the recession, council members said. This helped it to offset reduced revenues.

The city has not only stayed in the black, but has also gained a surplus.

The city council recently transferred funds from that surplus to the general fund for the 2012 budget year.

Although officials said the city feels comfortable with a surplus, Utah State Law requires that they keep the amount lower than 18 percent of total revenue.

The bulk of the transfer is set to be placed in a fund for a future park or large recreation center, which residents have been asking about for many years. The mayor and council said they are pleased to be able to begin the process of selecting the type of development that will be most appealing to the city residents.
