The action was taken at council members' July 20 meeting, which Martin was unable to attend.
The mayor had earlier indicated a willingness to serve on the board and was the logical choice based on his experience with the project. Martin has represented the city on the matter since Bountiful City officials first suggested the proposed new recreation center become a regional facility.
The facility would not only replace the current recreation center located near 200 West and 400 North, but would encompass essentially the same site plus some adjacent property. A special election will be held Aug. 3 as officials seek permission for a $23 million bond sale to fund construction.
In answer to questions from council members, city administrator Wendell Wild reported it is his understanding that construction could begin as early as this fall or winter, but, realistically proponents were looking at spring 2005, provided the bond sale is approved. Some design work has already been done.
The new center would be constructed in stages, Wild added, "and a fair amount should be done within the first year."
