When buying a car from a dealership, you may see a great price in the newspaper or on the Internet. Look for ads that have the vehicle identification number, VIN number, and exact mileage. This positively identifies the vehicle.
Many times, you get to the dealership and the salesman will lie to you and either tell you that the vehicle that you saw was already sold or that the price was a mistake and they couldn't sell it for that price without losing money.
If this is done intentionally, it is a kind of fraud called "Bait-and-Switch." Maybe the right course of action is to report it to the city attorney of the dealership's city -- certainly not reward crooked dealers by buying more expensive vehicles as long as they have already lured you there.
If the mistake is honest, the city attorney won't get many complaints, but if the practice is fraudulent, the fraudulent dealerships will be known to the city attorney's offices.
