SIGNS OF THE DAY--Campaign placards remind voters that they will be casting ballots in city council races throughout the county today, plus the mayor's race in North Salt Lake. While this is an off-year election, some expect a greater than average turnout because of the voucher referendum, RAP tax proposition and an opinion question on a transportation tax. Polls will remain open until 8 p.m.
