W. Bountiful fills council, assigns duties

WEST BOUNTIFUL -- The final empty spot on the West Bountiful City Council was filled Tuesday night, when Don Lilyquist was elected to fill the opening left by James Behunin's ascendancy to mayor. Five West Bountiful residents -- Don Curtis, Alan Malan, Rex Tunbridge and Roger Wray, along with Lilyquist, applied for the position. Each was given three minutes Tuesday to recount their experience and the qualities they hope to bring to the council. With just four council members to make the decision, the winner would need a minimum of three votes to earn the position. Lilyquist received the needed votes, while one ballot was cast for Tunbridge.

Lilyquist was then sworn in by city recorder Beverly Haslam, following which he immediately stepped to the council dais to assume his duties.

With the council now whole, the mayor quickly moved to establish what those duties would be, but not just for members of the council.

With council approval, Behunin assumed the position of city representative on the Administrative Control Board for Davis County Solid Waste Management and Energy Recovery District. He will fulfill the same function on the South Davis Fire District and Recreation Center boards, along with the Council of Governments post.

Council member Roy Johnson will sit on the West Bountiful Golf Board and several regional transportation committees. He was also named Mayor Pro Tem for the remainder of the calendar year.

Jeff Tingey will be council members' link to both the city's planning commission and its public works department.

Debbie McKean, according to Behunin, "got all the fun stuff" as Arts Council, Fourth of July Committee and Parade, and Easter Egg Hunt representative, along with liaison to the Golf Board.

J. R. Bangerter will be working with both the West Bountiful Redevelopment Agency and the city's Historic Preservation Com-mittee.

Meanwhile, the new kid on the block, Lilyquist, was asked to report back on the activities of both the Youth City Council and Youth Court. He will also over see Community Action Response (CARE) and the city CERT training program.

To fill two other posts, Behunin proposed looking beyond members of the council. Former council member DeVan Pack will continue to represent the city on the Mosquito Abatement Dis-trict. Ex-mayor Jerry Thom-son will do the same with the South Davis Sewer District Board. As with the mayor's other proposed assignments, these were approved by unanimous vote.
