Arnell-West Inc. was awarded the contract, submitting a bid for $223,508.
It's hoped construction can be completed by October.
The commission also is seeking bids for a roof replacement on the existing jail.
An approximate bid price of $217,420 has been set for the project, which officials hope will be done by year's end.
