LAYTON -- Federal regulations requiring that Layton City obtain a minimum of three bids before selecting a company to perform an environmental impact statement (EIS) for a proposed third I-15 interchange in Layton, have caused the project to be delayed up to six months. Layton received only two EIS bids in the first round. Layton had applied for a waiver from the federal government to allow them to proceed with the project and select a firm without obtaining the third bid. However, despite indications otherwise, the city recently received a denial of the waiver. They will be required to rebid. "Hopefully we will get a successful candidate this time around," said City Attorney Gary Crane.
