Zone text change clears up access concerns

FARMINGTON -- A text change in Farmington's zoning ordinance, approved conceptually Sept. 21, should settle some recent concerns about residential access. The amendment was to Chapter 32 of the City Zoning Ordinance Text pertaining to driveway accesses. A final OK is pending review by the city attorney and any changes to the text he may recommend. The proposed amendments to the ordinance state that driveways must have direct access to a public street. Direct access may include crossing over adjacent building lots in platted subdivisions provided both lots have full frontage on a public street, an access easement has been recorded and the full face of any dwelling located on the lot fronts is fully exposed to the public street.

In a related matter, council members approved the schematic plan for the Judd property at 82 West 600 N. Main Street. The amendments to the ordinance would enable the Judds to provide access to a proposed platted lot fronting 600 North without performing another curb cut on 600 North or creating a flag lot.

The Utah Department of Transportation turned thumbs down on another curb cut on 600 North, also State Road 106, because of the location and number of previous cuts. The only option left to the Judds was to access the lot, located east of the current home, from 90 West.

A special subcommittee consisting city staff and members of the city council and planning commission reviewed alternatives. It recommended council members approve the zone test change in the ordinance.

Schematic plan approval was also awarded for Symphony Homes residential development on the Nord/Johnson property west of 1525 West. An ordinance changing the zoning from Agriculture (A) to Agricultural Estates (AE) was approved as well.

Later, a request for final plat approval by Randy Rigby and Chris Balling was given for Phase Three of the Miller Meadows subdivision.
