Letters - Keep recycling area cleaned up

Why do we have recycling containers on 2nd West? I have been there several times and find that the containers are overflowing. They encourage people to recycle, so why do we not have a convenient place to do so. I have found that recyclers just deposit the items on the ground by the containers. HELP!
