KAYSVILLE -- The Kaysville City Council approved final plans Tuesday for a new park during its regular session -- a facility that will greatly increase the city's ability to handle the burgeoning soccer program.
The park will go at 200 S. Angel, serving the fast-growing west side of the city.
The Angel Street Park will include two full-sized soccer fields in the southeast quarter, three three-quarter sized soccer fields in the western half, and two playgrounds next to a 250-stall concrete parking lot at the proposed park's northeast quarter, according to plans by J-U-B Engineers of Kaysville. The plans also show an exercise trail around the edge.
City council members said they want to have a fence around the western half that borders residents' back yards to protect the city from liability issues.
Differing views were expressed by council members on issue that would, at least initially, appear simple.
"Some back yards already have white vinyl fences. Should we require all the residences to have white vinyl fences?" asked council member Neka Roundy.
"We could use a chain-link fence. They're low-maintenance, and (people) can see through them," said council member Nathan Pace.
"We shouldn't have them (chain-link fences) where there are white vinyl fences. It wouldn't be possible to get Weed-Eaters between the fences," said Cole Stephens, parks department lead worker.
The council approved the final plans 5-0 to proceed with the project, and will take up the fence issue in a following City Council meeting.
The park includes 19 acres and is the first new project undertaken for many years. As is required in subdivision developments, developers are required to set aside property for parks. Fieldstone Homes is provided the acreage for this park.
