Soldier benefit in Amendement B is unfair

I know it will pass, but the Constitutional Amendment B is unfair.  It is intended as a token of thanks for deployed servicemen and women, but it excludes a very large portion of them. Military personnel who don’t own homes would get nothing, even though they sacrifice as much as homeowners.  An airman deployed to Afghanistan who lives in an apartment would get nothing, but a major on an extended assignment to Washington D.C. would get a substantial benefit.
