WEST BOUNTIFUL — Something just doesn’t smell right in West Bountiful — again. Holly Oil Refinery has been fielding calls from residents about strong odors around the refinery, prompting a letter to residents from Lynn Keddington, refinery manager, to explain possible causes and solutions.

“Our investigations of these odors have found that some odors are not from the refinery, but in other cases we have determined the odor is most likely coming from the refinery,” he stated in the letter. “I would like to apologize for the odors that did originate at the refinery, brief you on the three potential sources of odor in the refinery, and let you know how we have responded.”

Keddington suggested one source may be from taking one of the wastewater tanks out of service for inspection, cleaning and upgrade. “We have been recovering the oil from wastewater tanks, and this may have been a contributor to the odors,” he said. “The tank is now back in service and the new floating roof we installed will provide a better seal to help contain odors.”

Another potential source Keddington identified are new tanks next to 500 South. He said when the product in the tanks is transferred, “displaced air is sent through a scrubber to remove odors.” The refinery has increased the frequency of the change out in an effort to ensure the scrubbers are working properly. He said they will be making modifications and improvements as needed.

An existing tank near 500 South is another possible odor source according to Keddington. The tank has a floating roof with seals for emission control. He said that tank is scheduled to go out of service by year’s end for seal replacement and inspection.

“We seem to be making progress in encouraging Holly Oil to address the source of odors coming from the plant,” said Mayor James Behunin. “I see the increased communication as being very positive.”

In the past, the refinery has not been so willing to take responsibility for odors, according to Behunin. However, he has made it clear that West Bountiful will continue to be vigilant where the refinery is concerned.

Keddington’s letter also invited residents with concerns to call a 24-hour Community Care Line, 801-560-5511. In addition, he said the refinery wants to set up an email system to alert residents about events taking place there. Those interested in being placed on such a list can email cindy@wfandco.com.

“I’m pleased by their interest in creating an email list to alert residents about happenings at the refinery,” said Behunin. “Perhaps most importantly, they appear to be taking action to address the source of the odor problems.”
