The development is proposed by Autumn Wood Development LLC and would be built east of the terminus of Highland Oaks Drive at about 4000 S. 1000 E. The parcel’s current zoning of Residential Foothill allows for at most four or five homes to be built, due to the steep terrain of much of the area. The city council is being asked to rezone it to Residential Foothill Planned Development Overlay.
That change would allow for construction of the 27 homes on about 11 acres of the site. Building areas would average about 6,000 square feet per home.
The planning commission unanimously backed the rezoning early last month, passed its recommendation to the council, which must take action for such a zoning change to take effect.
The development has been under discussion with city planning staff and the planning commission for the past several years.
But “engineering and safety concerns” were raised by attorney Michael Crippen, a former Bountiful resident who represented a group of nearby residents opposed to the project.
Their issues ranged from potential problems if a proposed new water tower should leak to nearby homes below it to the presence of springs that could cause potential breakage to driveways and more.
Several residents also elaborated on those points, comparing it to retention wall and related hillside construction problems that have occurred in other parts of Bountiful and elsewhere.
“We need to investigate some of these issues,” said Council member R. Fred Moss. The council will review the rezoning application at its June 15 meeting.
