Governor appoints new 2nd District judges

SALT LAKE CITY — Four new judges have been named to replace retiring judges in the 2nd Judicial District Court, of which Davis County is a part.

Gov. Gary Herbert named his appointments last week. The appointees include: Jeffrey J. Noland, a Salt Lake City attorney appointed to the Davis County juvenile court. He will replace juvenile court Justice Stephen Van Dyke.

David R. Hamilton, a lawyer with a private practice in Ogden, was appointed to replace Davis District Court Judge Jon M. Memmott.

Michelle E. Heward, a full-time professor of criminal justice at Weber State University, who was chosen to be a juvenile court judge in Weber County, replacing Judge L. Kent Bachman.

And Noel S. Hyde, a private practice attorney in South Ogden, has been appointed as a district court judge in Weber County, replacing Judge Pamela Heffernan.

The 2nd District covers Davis, Morgan and Weber counties.

“The people of the 2nd District will be well-served by these four future judges,” Herbert said. “Each has excelled in his or her legal career, and each comes highly recommended by the bar and bench.”

The state Senate must confirm the appointees before they may start work.
